Yes, you're right that you can launch FOFs without a lock. In fact, even if you do have a lock, they ignore it and do their own thing anyway.

No - the FOFs won't be able to see him as a valid target either.

They shouldn't, as they should only attack targets that are deemed to be foes. However, the exact details of how the FOFs work this out is unknown and they do seem to be a bit buggy/quirky. So I wouldn't commit 100% to saying that the FOF wouldn't get you, though I believe they work OK under these conditions.

FOF missiles are a bit tricky - partly because their decision of what counts as a valid target can be a bit odd sometimes (as mentioned above), and partly because they will always engage the closest target on their internal list. The two of these can manifest themselves ridiculously in missions, where the FOFs decide that the neutral structures are a threat to you and must be exterminated immediated, while the battleships a dozen kilometres away keep pounding you. Or in PvP, you'll almost always end up shooting drones that are on you, rather than the controlling ship that you'd rather be hitting. This can be particularly pertinent if a fragile ship is jamming you - if he (or someone else) has drones on you, then your missiles will go after them regardless of anything else.
That said, they can be useful if you accept their limitations. A lot of ECM ships don't have drone bays, so they won't be able to send their decoys in to distract your missiles. Furthermore, realise that you can control who the missiles shoot as long as you can manouever them to be closest, so burning right up and bumping against someone will lead to the FOFs going after them (probably even when you have drones on you, that tend to orbit at about 1km+). Also, they can be good for lazy semi-AFK mission runners, who are happy with coming back every few minutes to turn the launchers on again after they run out of ammo.
And hey - if you're being jammed, your options are shoot FOFs or don't shoot at all, so I always carry at least some ammo for these situations.
